Bay Area Employer Survey Platform

The Bay Area's commuter benefits program requires covered employers to register and report. Media Beef designed, built, and operated the employer-facing survey web application that carried that requirement, at commuterbenefits.511.org, from 2013 through 2023.

The application had three jobs. It had to let any covered employer register on a public site without training. It had to administer a structured survey instrument whose output was usable as compliance data. And it had to bring employers back every year, which it did through an automated re-verification workflow with reminder cadence rather than staff chasing employers by phone.

Behind the public site sat an admin review and reporting console, with year-over-year data export so program staff could compare cycles rather than treat each year as a fresh dataset. The public site was mobile responsive, which mattered because a large share of the covered employer universe is small businesses without a dedicated benefits administrator at a desk.

Regulatory-grade means the data has to hold up when someone asks how it was collected. Building to that standard for ten years is the reason we are comfortable taking on compliance reporting systems.
